TLDR : Answer Summary
The post discusses experiences regarding obtaining a Non-B visa in Savannakhet. A user mentions they have all necessary documents and seeks advice. Responses indicate that with proper employer documentation, a single-entry 90-day Non-B visa can be obtained without issues. However, for a year-long multi-entry Non-B visa, it is recommended to apply at Thai consulates located in Penang or Kota Bharu in Malaysia, as those are the only known locations issuing such visas.

If you're looking for a year-long, multi-entry Non-B you need to use the thai consulates in Penang or Kota Bharu Malaysia. AFAIK; those are the only two consulates that issue year long Non-b's
which while anecdotally interesting doesn't matter in the least, :/ Vientiane and Savannakhet ONLY issue 90 day single entry Non-B visas. They don't do year long ones. :O
