Which embassy or consulate in Southeast Asia provides Non-B visas for South African nationals?

Anyone with recent experiences know which one is the nearest embassy / consulate to Thailand where a South African national can apply for a non-B visa? The embassy websites are outdated regarding this info and so far HK, SG, KL all refuse to process visas for SA nationals.

For anyone else interested, our HR checked with Penang today and they confirmed on the phone to be able to process 90-day Non-B's for SA nationals.

It appears that ONLY the thai consulate in KL has the no south african policy as far as consulates in Malaysia.

my experience is the same. Though my source said after much toing and froing he got it without WP3 and BOI approval. Not sure what toing and froing means

AFAIK: the only thai consulate in the area that will issue a 90 day Non-B without a WP3 (or the equivalent) is the one in Hong Kong.

Yes, Vientiane are OK for Single Entry Non B.
