I live in bkk and work on koh tao , is 10 hour to go by boat and bus and penang is 12 hour to go by boat and bus viantiane is 6 hour by boat and plane
, do you know what thai consulates other than Penang Malaysia will issue year long, multi-entry Non-B visas??

EVERY extension of stay, no matter the length of time they're issued for is 1900baht. period, end of story. IF you are paying more, something is not right. :/

Interesting , coz the one year extension at the immigration on samui , i got told , only if my wp is 80.000 baht
and my paperwork from our company where i am employed with since 5 years is about 120 pages of copies of all kind of documentation about that company

You could always get a 90 day Non-B and then just apply for a yearly extension at the immigration office like most people that work here do.
Usually the reason people get those year-long, multi-entry Non-B's is that their company cannot supply the documentation to support getting a yearly extension inside the country.

Any idea why they do not the one year visa for ppl with already existing wp , as the rule of 3 months usually only applies for new issue of a wp

Other than Savannakhet issuing year-long, multi-entry Non-O visas based on marriage, NEITHER Vientiane or Savannakhet have issue year-long, multi-entry visas of ANY type for a LONG time now.

I do not work in phuket , i work on koh tao , was just a thought to go to laos to see friends and do visa same time , wp is longtime and will be renewed prior to the visa trip
