TLDR : Answer Summary
The earliest you can apply for a yearly extension on a Non-Immigrant O visa, which is granted for being married to a Thai citizen, typically depends on the date of your entry stamp. Generally, applications can be submitted up to 30 to 45 days before your permitted stay ends. Some immigration offices might allow you to utilize the visa until the last entry date before requiring an extension application. It’s recommended to check with your local immigration office for specific rules.

With this ME Non-O you can stay in Thailand by fully utilising it until late Jan-2025 so you should be thinking of getting the requirements for the 12 month extension from early December onwards (except for the money seasoning of course if that's your extension route)

45 days

That depends on the date on your entry stamp not the date on your Visa. Typically it is 30 days before your exit date but can be 45 depending on the Immigration Office you use.
, you can apply for 1-year extension based on the same reason of your Non-O visa entry. After that, you can apply for another 1-year extension every year as long as you meet the requirements.
the visa can be extended yearly, but you would also need to buy a single or multiple re-entry permit after it's been inked in if you want to leave and re-enter Thailand to keep the extension alive. Getting an extension on this multiple entry type of visa does not automatically include the re-entry benefit.
