TLDR : Answer Summary
You can apply for a year extension of your NON O (marriage) visa 30 to 45 days before it expires, depending on the immigration office you choose. Most offices allow applications 30 days in advance, while some major offices like those in Bangkok and Phuket may allow applications 45 days prior. It’s advisable to confirm with your specific immigration office regarding their policies.

If I have a year O extension and at 10 months leave for a few weeks, do I get another year extension when I return?

No if you got an extension within Thailand you have until the stay permitted date stamped into your passport. Also if you leave without obtaining a reentry permit the stamp is no longer valid. If you got a Non O at the embassy outside of Thailand you can come back in 1 day before your visa expires and get an additional 90 days. If you have a Non OA it's an additional year

Depends on the office you use. Some, like Bangkok, Chiang Mai, Phuket and Buri Ram allow 45 days prior. Most others are 30 days.

Sorry have no idea for Rayong.
