Looking at many success and failure cases, it is correct to stay in the country where you applied, but most things in Thailand may not be possible or not possible. First of all, I think it would be better to ask the Thai embassy of the country you applied for the first time by e-mail or phone and make a decision
all passport pages and bank statement 6montes. but when I paid I was no longer in Poland. it's my mistake. so now I have a choice either to send my passport and get rejected. or reapply in Vietnam and lose the fee. or just enter on a tourist visa and forget about dtv for now

coz by stamp in my passport i not in poland in moment i paid. and that's simple check if i send now online. and i dont want get reject. just cancel this visa and send online in vietnam

that's a grey area. Some embassies state that a person must remain in country until the visa is issued. Alvina Moskvinova needs to check the Polish embassy to see if that's stated on the site, if it's not might be fine.
