Yes, if your passport you applying with states the same nationality as the country you're applying from. In your case Germany!

But it says if you are not a national of the country where u r applying- I am so basically no need - but anyway upload maybe easier than to find a reason.

I believe from previous posts another copy of passport or a utility bill with your name on.
