They want to know that WHATEVER country you apply from, you are legally entitled to be there. Example: you're in uk, you're "non british", you show page with visa/residency/right to remain. Same you do when asked are you legally in a country.

US citizen but been in that country since pandemic… then what?
not sure you understood or perhaps i am misunderstanding your response, i am a Us citizen but have been in an ASEAN country since Feb. last yr (20) & it just got put on thailand acceptance list
i actually had an Edvisa but has expired over yr now & couldn’t reapply this yr. from outside the country so looking to come back i on this new pass& then perhaps switch,depending
Passport only works if you're in a country with one embassy. If you're in a country with multiple, you have to provide something that shows your address (ID/bank statement/tax statement).
