Hello all, I am on a 60 day COVID visa expires end of July. Can anyone tell me if it will be available for me to apply again?

Have you got one recently? have you heard that they are extending for another 60 days?

You can continue applying for the 60 day extension of stay based on unable to travel due to COVID-19. You will need to bring the same set of documents that you used last time. The 60 day extension of stay based on unable to travel due to COVID-19 is an OPTIONAL extension, and they do not need to issue it to you. However, I have seen NO reports of any rejection stamps.

The last day they are selling it is July 29, 2021.

 There is no such thing as a COVID-19 visa. There is a 60 day extension of stay based on unable to travel due to COVID-19. This is designed for people who are currently in Thailand and can not return home.

 so if I enter Thailand now with a tourist visa, can I extend it due to unable to travel as well? (I mean except for the one extension I am entitled to)

 if still in place then, yes (currently available until end of July, but likely to be extended until end of September)
