Thanks guys. I like to get a proof of this information as well since the risk is too big to be deported when proof is not accepted....

TLDR : Answer Summary
In 2019, to prove income for a NON-O retirement visa, applicants were expected to use the affidavit of income from their consulate, as there were no changes in immigration policies at that time regarding income proof. Although the US embassy stopped issuing income letters, if an applicant secured a letter before the cessation and used it within its 6-month validity, it would still be accepted for visa extensions. There were no alternative facilities or new policies available for income verification, and any changes would need to come directly from the Thai Immigration Office.

Okay, ONE LAST TIME just so everyone is clear about this

AT THIS TIME <- meaning right now as of yesterday when the immigration office closed, there is NO policy change in regards to the ways to meet the financial requirements for extensions using the income from abroad method. <- That means you use the affidavit of income from abroad notary from your consulate.

The current police rule that states the income letters are good for 6 months from the date they're issued is still in effect AND AT THIS TIME the immigration officers (at least in Bangkok) are stating that IF you get the letter before your consulate stops issuing them AND if you use it before it expires (meaning within 6 months from the date it's issued) they WILL accept it next year from extensions of stays.

There has been NO new policy written on how people will meet the burden of proof as far as showing the minimum income per month. Certainly it will need to be written and implemented but AT THIS TIME, no one really knows what it will be.

There is no change at Immigration Office, also there is no other facility to get this Embassy letter. And you can find multiple discussion about this, so I close the commenting as nothing new can be added till the Thai Immigration Office announce some changes of regulations.
