People have got a bit above there station attempting to tell Jomtien immigration the law. 2 cases were reported in Thaivisa where Jomtien told them to go and find another immigration office. It's not the greatest idea to lay down the law there

Use an agent there and then attempt to do it yourself. It will never happen. You will always be using an agent. They simply won't deal with you.

confronting some mid-level passport stamping paper pushing immigration officer that doesn't know what the rules are is something everyone should do if they're faced with it. I have gone toe to toe with many immigration officers that misquoted rules or made up imaginary ones and gotten good results from it too.
Jomtien doesn't have the ability to deny service to someone who lives in that zone. :/

In the Files section of this group is the letter from immigration office that changed the embassy letter's validity to 6 months.
It is supposed to be country wide.
Print the letter and take it with you if your office gives you grief about it.
