Yes they will write to you on lovely embossed, scented note paper, and you will also get a bunch of flowers and a fruit basket with the message "Welcome back to Thailand "
I never overstay or otherwise have conflict with authorities in Thailand after 25 years 🙂

Nope. And you would be wise to hire an attorney to submit a written request to the Immigration Bureau Commissioner to verify said ban is lifted and you are deemed ok to enter.

I know someone who was blacklisted for 1yr for overstaying. After the time passed he came back and was let in normally. The only hassle was the airport immigration had to call the person who added his name to the blacklist and took hours waiting because only this person could remove his name from the blacklist. Once that was done eveything is back to normal. Expect this when you return.
only the Immigration Bureau Commissioner can remove your name from a list prohibiting entry. Section 12 of the Immigration Act spells this out specifically. There is no singular IO who puts someone on a ban or lifts said ban.
if the time is up, since you left Thailand you can try an entry. Definitely have all the bases covered, 20,000 baht or equivalent currency in cash, a ticket out within the time you'd be stamped in for, and booked accommodation for a week or more. Come in with a visa.

You are deemed persona non grata. The best way to find out is to apply for a visa from your home nation and see what happens.
Embassies or consulates don't have access to immigrations database. You can apply for a visa and you'll get it,but it's when your passport is scanned at the airport by the immigration officer, you'll see if you're allowed to enter or not. Thai immigrations database isn't exactly foolproof.
Well,that's how it works in Thailand.Embassies and Consulates are part of the MFA,and immigration is a part of the Royal Police. I repeat: Embassies and consulates don't have access to immigrations database. You can apply for a visa and it will be issued,but when arriving in Thailand and your passport is scanned at immigration,you might be denied entry because of being blacklisted.

Nothing.. but possibly you can only enter the country on a visa and not on visa exemption if your country has that option... Once you are blacklisted that will possibly be in the system forever and raise a red flag every time when you want to enter

Nope you do not, it will reflect in their system however, once you are have been blacklist before, it’s not easy for you to enter Thailand. Chances of them rejecting your entry is high
