I’m currently on a 1 year retirement Extension of Stay retirement issued at Chang Watthana Div 1 expires 11th April 2020 renewed last year on the 4th March 2019.
We are going to change to Extension of Stay marriage this year basically because of the new and more constrictive financial requirements implemented early 2019
My Questions are what is the earliest I can renew. 45 Days rings a bell in my head and is that from the expired date? And is it just the same Extension of Stay Application Form TM7 along with all marriage supporting documentation (photos bank statements marriage certs etc) This is all to be done at Immigration Div 1 Chang Watthana.
And as this is my first time based on a marriage Extension of Stay. I’m worried about getting this right. And understand this is a lot more paper work and rigmarole. But hoping that’s all it is.

Correct, 45 days before the last day, in your case 45 days before 11 April 2020 you can apply for a new Extension of Stay based on marriage to a Thai national.
Application form TM7 is the same, but you need some more copies, f.e. wedding certificate, id and house papers of the wife, Kor Ror 2 ( copy from Amphur that marriage is still registered) and maybe a witness.
You can get the hand out with requirements at the Immigration office and then get well prepared when you apply. The application goes 30 days under consideration and on that last day you visit again to get the remaining 11 months stamped in your passport.
Before you picked up the hand out with requirements, made the copies, went back, applied and left with 1 year Extension based on being over 50 years of age, which is easy to check as your day of birth is in your passport.
Now, you pick up the hand out, make the copies, go back to apply, get 30 days and go back to collect the rest. It is for you 1 more visit, but for Immigration much more work to check that your marriage is de jure and de facto
