Just came back from the consulate in Penang and thought I’d let you guys know about the medical certificate situation.
I met a guy there with an Italian passport but he has been in Australia for the past 5 months. He required a medical certificate.
The medical certificate is for ALL passport holders from the listed countries. It doesn’t matter how long you haven’t resided in your home country. You need the certificate. He was advised to enter from a border or a fly-in instead, as the certificate isn’t necessary for those cases.
As for my own second ED visa application, I got questioned a ton of stuff in Thai and the officer had very high expectations of my Thai language skills despite only having done the beginner classes. He told me to come back tomorrow and see the result, but wanted me to pay anyway. He didn’t seem happy and made it clear to me that Penang is not an easy consulate to get ED visa from.
Also, word of warning, avoid Penang. I wish I did some more proper research rather than taking my school’s word for it, but I see tons of forum posts mentioning that Penang loves to deny all sorts of visa’s
