What are the new requirements for applying for a Thai education visa at the KL consulate?

According to the KL consulate, ALL Thai education visas now require a criminal record check. (Edit: added "according... consulate)

The downloadable form states that a criminal record check is only required for a degree program; that is not correct.

I drove 300 km to KL because the Thai consulate in Singapore claims not to process education visas. (Edit: Singapore only processes applications for degree programs.)

The attendant at the front gate of the Thai consulate in KL who checked my papers stated no criminal check is required; he is wrong.

The Thai attendant who processes all forms and makes the actual decisions says that a criminal record check is required as of one week ago. When I asked for clarification, he said from the Malaysian police. (I don't know if it was a factor, but I'm a Canadian who has lived in Malaysia for several years).

We were told to get the check from the police station a few hundred meters away from the consulate; that is not correct. That police station told us the check must be done at the federal police headquarters (10 km away); that is not correct.

The federal police headquarters in KL told us we must go to Putrajaya (25 km away) or do the form online. The online form includes a long list of requirements, including a letter from the embassy of your home country. Processing the form and providing a criminal record check takes 1-2 months.

I'm still navigating the bureaucracy and don't yet have a complete solution, but will likely have my plans delayed by several months because of this new requirement.

If you're applying for a Thai education visa right now, expect a high level of misinformation from the Thai consulate, the requirement for a criminal record check, and serious delays in processing time.

Most of the schools in the south of thailand make students get one, and some consulates require it. BUT it's certainly not an all encompassing policy right now at the consulates in S/E Asia.

Take a flight to Vientiane. That's the best advice I can give you. You are not going to navigate through this bureaucracy, even the hurdles you had to go through so far I find ridiculous. It will cost you more, stress you more and with an unlikely positive outcome.

Cut your losses and fly out to a friendly Consulate.

The Embassy in Singapore use the online application program, you fill in the date asked, supply to documents on-line and after confirmation you visit the Embassy, hand in the hard copies and you can pick up the visa the next working day. According their website info, these are the requirements for the ED visa:

you CANNOT get an ED visa for studying in a private language school in Singapore. They are hard as nails and will just deny you even if you study 3 hours a day 5 days a week it's not enough.

The link you provided specifically states it's for full-time study. For a one-year program, that's 5 hours per day, 5 days per week. I'll clarify: Singapore only processes degree programs, not the casual Thai language courses most people take. I don't believe Singapore can process my application.

The only Embassy I’ve heard asking for it, for non-degree, is KL. I don’t think this is wide spread or changing requirement...just sounds like confusion at KL?!

Don't know. The KL attendant said ALL consulates, but I've already experienced consistent misinformation. A student at my school experienced the same issue at KL the day before; she's trying Laos now.

I'll report her experience at Laos when I know.

If you information is correct, than to solve the problem is that if you visit Kuala Lumpur Thai Embassy and want to apply for the Non Immigrant ED Visa you need: 7. Certified criminal record in the applicant’s country of origin.
