What Are the Requirements for a Medical Certificate to Obtain a Non-B Visa in Penang?

Medical certificates due to Covid-19

Hi, I'm a UK passport holder and 1yr multiple entry Non-B visa holder living in Phuket.

I re-entered Thailand on 13 January from the UK.

My Non-B expires on 11th April and I need to go to Penang to get my new 1yr multiple entry Non-B.

If I am understanding this correctly, even though I will not be re entering Thailand from one of the countries with ongoing local transmission, because my passport is on that list, I need a medical certificate to present along with my visa paperwork in Penang.

I've already checked with my lawyer, local government hospital, Thai embassy in Penang and Phuket Immigration but it's all a bit hazy (unsurprisingly!)

Can anyone provide any clarity? Has anyone else been through the process in the last few days?

- What does the medical certificate need to state? Is it just a "she's in good health with no symptoms" kind of certificate or something else?

- What's the timeline? How close to the day of application for the Visa does the media certificate need to be done? 1 week or 48 hrs?

- Will I have to self-quarantine when I get back to Phuket?

I realise it's not easy to give accurate info at this time, but if you think you can help, I would appreciate it!

TLDR : Answer Summary
The user is a UK passport holder seeking clarity on the requirements for obtaining a medical certificate for their visa application in Penang, Malaysia. They need the certificate for a 1-year multiple-entry Non-B visa and are confused about what the certificate must state, the timeline for its issuance, and whether they will need to self-quarantine upon returning to Thailand. Several commenters have provided mixed information regarding the necessity and specifics of the medical certificate, indicating uncertainty and inconsistencies from various official sources.

The more people you ask, the more answers you get.

You do not trust the information you got directly from the Consulate itself, then there is not much others can do.

You can avoid all this and apply for the 1 year Extension of Stay at your local Immigration Office.

Good luck.

UK is on the list, depending on your body temperature and other symptoms action is required after arrival. You have to take these test first and the people there will take the needed action.

Let me see,

you checked with the Thai Consulate in Penang but ask us if the medical certificate is needed to apply and if this certificate can be from local clinic or hospital etc. What where the answers from the Thai Consulate when you contacted them, as they want to see this certicate and can give you all the details.

I spoke to three people there and they seemed fairly confused so simply said yes to every question

Their answers were yes to each question, so it doesn't help. I asked: can it be a medical certificate from any doctor. Answer: yes. Or does it need to be a special one from the hospital? Answer: yes.

You can check this information, too. I'm not saying this is the one you need since no news Penang requires a Medical Certificate with '14days' of doctor surveillance. And I believe what you need is about not disease but symptoms.

I'm talking about people outside of Thailand who want to come here and need a medical certificate. Look at the link and see for yourself what's required coming INTO Thailand.

Yes, I realize this is only tangentially a visa-related commented. Just wondering where one would ever find a doctor in another country willing to sign the certificate listed here. If you don't have symptoms, most countries won't test you anyhow.

This is the contents of the email sent to US citizens enrolled in the STEP program. Event: There is an ongoing outbreak of Coronavirus (COVID-19) first identified in Wuhan, China. The global public health threat posed by COVID-19 is high, with more than 145,000 reported cases worldwide. The government of the Kingdom of Thailand has implemented enhanced screening and quarantine measures to reduce the spread of COVID-19. On March 13, 2020, the Kingdom of Thailand’s Ministry of Public Health added the United States to its list of countries with ongoing local transmission. Travelers entering the Kingdom of Thailand who have been in the United States within the prior 14 days are subject to self-monitoring and reporting requirements. There are no mandatory quarantine requirements in effect at this time for travelers arriving from the United States who do not display signs of infection. Travelers should be prepared for travel restrictions to be put into effect with little or no advance notice. Visit the website of Ministry of Public Health for additional information on these new measures.
