That is not how visa whereever in the world work, there is always room for interpretation, this is mentioned in the requirements. Basic requirements are published and very clear, but additional requests can be done as stated. That can be different for different embassies but also different within the same embassy for different applications. It is up to the employee processing the application to decide if the applicant qualifies for the visa. Nothing is wrong with process of Manilla, you seem to think somehow the visa application process is exact science and forget it needs personal assessment, and for that assessment they can ask you to supply anything they need to decide.
