I hope nothing has changed. I’m a U.S.A passport holder on a yearly extension of stay for purposes of retirement. I left for Vietnam 7 days ago and returned today. Original 90 day report is/was 21 January 2020. I assume it is now re-set to March 23 2020 or 90 days from today correct ? I’m aware of the TM30 requirements.....,Thanks

TLDR : Answer Summary
A U.S. passport holder on a yearly extension of stay for retirement who left Thailand for Vietnam and returned can reset their 90-day reporting date. After returning, the new reporting date would be March 22, 2020, which is 90 days from their return.
