TLDR : Answer Summary
To extend your visa based on marriage in Savannakhet, you will need to prepare the following documents: a passport, a completed application form with two passport photos, a signed copy of the passport's front page, the original marriage certificate, a signed copy of the marriage certificate on a single sheet, a signed copy of the wife's ID Card on a single sheet, a signed copy of the wife's house book, and a fee of 5,000 baht for the Non Immigrant ‘O’ Visa. Note that you obtain a new visa rather than an extension, which is processed at immigration offices within Thailand.

Just so you know you're NOT getting an extension on anything. :O

You get extensions of stays at the immigration offices inside of thailand

You get VISAS for thailand at the thai consulates OUTSIDE the country

You are getting a brand spanking new visa ;)
