To file a 90-day report in Thailand, you do need a TM30 if your current address is different from the one used for your last yearly extension. However, if your address is the same as the one provided during your yearly extension, a TM30 is not necessary. Furthermore, for online submissions, a TM30 is not required, but it is needed for in-person reporting.
