TLDR : Answer Summary
As of now, there is no national COVID-19 policy in Thailand regarding mandatory quarantines for foreigners. The emergency decree has ended, and travelers can fly even if they are COVID-positive. While provinces can set their own rules, Phuket is currently not enforcing additional restrictions and was proactive in allowing tourists during the pandemic, implying that any past policies of isolating foreigners may no longer apply.
If you have to be admitted to the hospital, they will test you. If you are positive they will isolate you if you are in ICU, or put you in a private room in a general Ward. Otherwise, they will take normal precautions. They won't normally test you again.

If a Thai person told, then it must be true

Who told you that there has ever been such a policy???!!
my Thai friend said if foreigners go to the hospital, test positive they are not allowed to leave the hospital. ..I should add she's not the most reliable source of information.
there was last year and the first few months of this year

There is no more national policy on covid. They've even said you can fly if you have covid. The emergency decree has ended.
Obviously provinces can still make their own policy but I haven't heard of any doing so. Phuket would be the last place to have any covid restrictions right now as they were the ones most willing to experiment to get tourists in during covid (like with the sandbox etc)
thank you for the fast reply. My Thai friend told me "don't go to hospital if you get covid because they will not let leave the hospital." Seems she was misinformed or had outdated news.
I got Covid my first week here last month and went to the hospital for tests etc. Doctor said policy was now to recommend self-isolation for 5 days after catching it, but said tests showed I’d had it a week so no need to do anything.
