TLDR : Answer Summary
Indian passport holders who enter Thailand on a Visa on Arrival are not eligible for an extension, which limits their stay to 15 days. To stay for 3-4 weeks, they would need to obtain a tourist visa from a Thai embassy in India prior to their visit. Additionally, travelers should be aware that showing proof of onward travel, such as a bus or flight ticket, is generally required.

I use bus tickets. I haven't read requirements for Indians. But *most* the requirements I have read, require 'onward travel' And a bus ticket will do. I have seen some requirements for 'flights' but I have used bus tickets in those cases as well (Australia and Sri Lanka). Thailand only really seems to care that you can show you have the intention to leave. Hat Yai to Penang is like $15.00/usd.

Indian passport holders entering on a Visa on Arrival are not eligible for an extension. You may only enter for 15 days.

If you want to stay for 3-4 weeks you'll need to buy a tourist visa from a Thai embassy in India before you come.

since you want to visit 3 weeks you will have to have get 2 month tourist visa., Which is standard routine thing to get. Now since you get that it's your will how long you wanna be here... Max 59 days. Common sense any body changing ticket pays charges to airline. Also you aren't cutting your stay but staying more so you paying as you stay. Simple make the itenary for 3 weeks ,including hotel booking and return ticket needed for SETV. If you extend just pay flight charges
