To report change address (Tm28) is it the same counter where we submit our 90 days report? I told the lady at the counter that i need to submit TM 28 and she gave me the token number of J1, which i can see for house owner report.

Just submitted my TM 28 at counter J1, Althought i am late as i moved to new house last month but she didn't say anything, took my form, stamped and handed over me the slip with smile :)
you can't be late on a TM.28 change of address. You can only be late in filing a TM.30 form (and as of right now bangkok immigrations doesn't seem to care if you file one or not).
Its Counter J1 actually. But you have to submit the fees at Counter A (where we submit 90 days report). Please let me know whether they asked you to pay the fine or not?
