The TM28 form is generally no longer required for reporting a change of address in Thailand. As of the latest announcement on January 14, 2020, if you cannot stay at your registered address, you are required to inform Immigration within 24 hours of arrival at your new address using the TM27 form. What does your local immigration office say? Most immigration offices were not requiring the TM28 to be filed, and only the TM30.

In the last announcement from 14 Jan 2020 it is mentioned in point 2.1 that if you're unable to stay at your registered address, you need to inform the Immigration within 24 hours after arrival at the new address using the TM 27 form.
