Do we still have to fill out a TM28 change of address.
I thought I read somewhere it is no longer necessary.

What does your local immigration office say? Most immigration offices were not requiring the TM28 to be filed, and only the TM30.

In the last announcement from 14 Jan 2020 it is mentioned in point 2.1 that if you're unable to stay at your registered address, you need to inform the Immigration within 24 hours after arrival at the new address using the TM 27 form.
BUT best is to ask your local Immigration Office how they enforce this.
