TLDR : Answer Summary
The TM28 for change of address has been discontinued. Instead, you need to submit a TM30 notification when moving to a new residence, which must be done within 24 hours. This can be done at Promenada Mall, but it's advisable to check if you need any documents from your new landlord.

Your 90 day reporting has NOTHING to do with you moving. It's due when it's due and moving doesn't affect that.

You (or your new landlord) need to GO and file a TM30 <- notification of foreigner in residence form within 24 hours of moving to a new residence.

I'd say go to the Promenada and see if you can file a TM30 on your own or if you need documentation from your new land lord to do it..

The good news is the Promenada location is supposedly NOT that busy and you should be able to get in and out pretty fast (y)

Foreigners will still need to inform immigration if they change address permanently.
