Can I do a change of address TM28 at Promarda Chiang Mai ?

Your 90 day reporting has NOTHING to do with you moving. It's due when it's due and moving doesn't affect that.You (or your new landlord) need to GO and file a TM30 <- notification of foreigner in residence form within 24 hours of moving to a new residence.
I'd say go to the Promenada and see if you can file a TM30 on your own or if you need documentation from your new land lord to do it..
