TLDR : Answer Summary
The Non-Immigrant Visa you received is valid for entry into Thailand within 90 days from the date it was issued. Upon your entry on April 30, you will receive a stamp that grants you 90 days of stay in Thailand, which effectively starts the day after your arrival.

will you arrive in Thailand on April 30, or on the day after? Because if you arrive on May 1st, you will need to fill out and submit the TDAC (digital arrival card) before your departure to Thailand

Yes it allows you to enter Thailand within 90 days. On entry you will get a stamp for 90 days (technically 89 further days as your entry date is day 1).

Once you have the visa you can enter at anytime within the validity of the visa. It’s irrelevant what date you actually stated on the application.

one more question I want to ask. As I’m coming on 29th April will I’ve to apply for electronic visa as the rule states the e visa rule starts from 1st may? I’m from India and right now it’s visa free!!

The tdac which starts on 1 May is not a visa. It’s an arrival card. For this reason it is called “arrival card” so everybody can know it is an arrival card.

If it was an e-visa it would be called “e-visa”. Does that make sense to you?

as an Indian citizen, you will get stamped in for a 60-days stay permit when you enter without a visa (visa-exempt entry). It is not the E-Visa that starts on May 1st, but from this date on, every Non-Thai traveller needs to have submitted the online TDAC prior to his/her flight to Thailand - the Thailand Digital Arrival Card. It can be filled out and submitted from up to 3 days before departure. You will receive an Email confirmation which you can store in your smartphone or print out. This confirmation must be shown to the border official upon entry in Thailand . . . Since you said you will arrive on April 29th, you do not yet need to fill out and submit the TDAC

You still get stamped in for a 60-days stay permit when you enter Thailand without a visa.

However, be advised: From May 1st on, you need to fill out and submit an online form, the TDAC (Thailand Digital Arrival Card) prior to your departure.

You will receive an email confirmation which you will have to present to the border official in Thailand

And keep in mind, if you want to fly to Thailand without a visa, the airline can ask you for a proof of onward travel out of Thailand within these 60 days you will get stamped in

This can be an airline requirement despite the fact that you can extend the 60-days stay permit with 30 more days
