TLDR : Answer Summary
The Non-B visa is valid from the moment it is issued at the consulate, not from the date of re-entry into Thailand. It has a validity period of 90 days from the issue date. Upon entering Thailand within this 90-day window, the entry stamp will be issued for another 90 days, regardless of how close the visa's issuance date is to the entry date.

Single entry Non Imm B visas can be used within 90 days of issue

The visa has a use by date. So he can enter up to that date specified on the visa and get the permission of stay according to his visa.

The VISA starts from the moment it's issued and is valid for 90 days.

When you enter Thailand within those 90 days your entry stamp will be for 90 days. Even if you enter on day 85, you'll be stamped into Thailand for 90 days.

There's a difference between the visa and the entry stamp (permission to stay)
