Go to your embassy straight away and see what they say about getting you a new one/temp emergency obe or an official letter of explanation/certification. That's my suggestion to be on the safe side. But as picture is still legible... and as long as bio page and book itself is not extensively damaged .... you should be olay. But again... go to embassy/consulate to make sure

Honestly, it depends on a lot. If you are travelling now, you are stuck with it. If you are not traveling, I would get a new one as soon as possible. Some countries will give more leeway than others. Make sure you have your driver's license with you.

No one can definitely answer that question because it's up to the border agent you deal withs opinion. US passports do have a biometric chip with a digital copy of the photo inside which may make them more lenient than if it didn't have one. Depending on where you go though the immigration may not even have a scanner, so yeah, it's a risk.
I'm currently in the Philippines and will travel to Thailand in a few weeks. I don't want to return to the United States so I could skip my Thailand trip because the Philippines doesn't have a problem with the picture.
mines damaged and was fine for Thailand but they did question it in Vietnam but I said it was wet and now dry they said it’s ok, they were just concerned of the stamp if it was still wet
I'm checking into that. I have travel plans for Thailand the second week of September so at the worst I would have to reschedule those. I definitely don't want to return to the United States right now.

However, to be 100% sure you won't have any problems, I recommend you to find an good amateur tattoo artist who can draw a dozen of blue ink spots on your face.
In this way nobody can say anything or complain about the blue dots on your passport picture!
That's what I'm afraid of. I have been in and out of Thailand several times over the past year and a half and I know Thai immigration officials can be rather demanding.
