Can I re-enter Thailand with two passports and get my Non-O Visa and Multiple Entry Permit transferred?

I hope you can help. I just got back in New York and my passport got washed with the laundry. ๐Ÿ™„My multiple entry permit and my Non-O stamp are somewhat readable. Iโ€™m applying for a new U.S. Passport right away. Will Thai Immigration let be back in with two passports? Can I go to the Thai Consulate in NYC and get my new passport stamped with a new Non-O Visa stamp and a new Multiple Reentry Permit stamp from them? Iโ€™ll be in the US several months so I have time. Thank you.

there is nothing officially written down as far as when you have to do it by or you get a fine but as a rule you do it before your next 90 day report so you can use the new passport number

Yep, show both passports when you go to stamp IN to thailand. They'll stamp you in on the new passport.

THEN

you go to the immigration office who issued your visa/extension/re-entry stamp and get the stamps moved to the new passport
