TLDR : Answer Summary
The user inquires about the feasibility of entering Thailand on a METV for 28 days, following a past 6-month stay that ended in March. They seek advice on whether this plan is feasible or if they should secure a visa from the embassy beforehand.

...What is your nationality/passport?

...Have you a past history of entries into Thailand in 2017-18?

..A Tourist Visa is better than a visa exempt entry.

...How long are you planning on staying in Thailand? You state 30 days + 30 days extension.

Glad you are back in Thailand. You may wish to ask your question about Language School in Chonburi (not in Pattaya) on other Facebook forums or Expat Clubs. Pattaya City Expat Club is one. Pattaya Expats is another.

that is not a rule. But Thai Immigration can ask you...its best to have I as I said..."Be sure to have your departure ticket, 20,000 Thai baht or equal in CASH, and booking address of your initial week of stay in Thailand."

officially there is no limit to back-to-back 30 days exempt entries, but if they culminate in your passport, there will come the day when an immigration officers will object. This would be your first exempt entry this year,so I do not think that your 28-day stay in August will be affected by your previous METV stay, as this was no exempt entry but a holiday on a regular visa. Get the financials (20,000 THB in cash or equivalent currency) and the flight ticket out within the 30 days, and a proof of accomodation, just in case they ask. And you will be fine

I did read on the german embassy site, that only 90 days allowed without visa within the last 6 month from the first time entering thailand. I guess that only apply to the 30 days exemption. But not sure.

Jens Blumberg if only 30 days this time...probably OK with Visa Exempt entry. Be sure to have your departure ticket, 20,000 Thai baht or equal in CASH, and booking address of your initial week of stay in Thailand....just in case Thai Immigration asks.
