Hi, my Mom is only able to get a 30 day tourist visa which can then be extended another 30 days. I am wanting her to go to Penang to get a new visa. So if her visa expires on 24 September-when does she need to go to Penang (by what date)? Is the office open on a Saturday? TIA, she is almost 70 and I need all my ducks in a row otherwise she will stress.

TLDR : Answer Summary
Your mom's current 30-day tourist visa expires on September 24th, and she needs to leave Thailand to apply for a new visa in Penang. To avoid overstaying, she should aim to leave Thailand a few days before this expiration date. It is advisable to make a trip to Penang no later than September 20th. Please note that Thai consulates and embassies are closed on weekends, so plan her trip accordingly.
Okay, if she arrives she will get a new stamp in her passport with Admitted until ../../.. This will be 60 days later than day of arrival. Before this date she visits Immigration and apply for the 30 day Extension of Stay. Before the last day of this Extension of Stay she can go as you said to Penang to apply for a new Single Entry Tourist Visa and same procedure starts. If she likes to stay much longer in Thailand, there are other Visa options available.
