TLDR : Answer Summary
You can typically apply for an extension of a 30-day visa on arrival (VOA) when you have 30 days or less remaining on your current visa. In some places like Samui and Jomtien, they prefer that you wait until you have a week left on your current stamp. However, you could also apply for an extension as early as the day after your arrival.

Most offices you can apply for an extension when you have 30 days or less, (Samui and Jomtien want you to wait until you have a week left on the current stamp)
