TLDR : Answer Summary
You can apply for a 30-day extension at immigration when you have 30 days or less remaining on your visa exemption. In Chiang Mai, it is advised to wait at least 15 days after your arrival before submitting your extension application.

Most immigration offices allow you to apply for an extension when you have 30 days or less left on your permission to stay stamp.

Some larger offices (Bangkok, Phuket, Chiang Mai) allow you to apply when you have 45 days or less left.

So in Chiang Mai you would need to wait at least 15 days after you enter before applying for the extension.
