TLDR : Answer Summary
You can apply for travel insurance for your visit to Thailand through an insurance company in your home country. Although there is no mandatory health insurance required for the 15-day Visa on Arrival, it is strongly recommended for your own safety. You can purchase the Visa on Arrival at the airport for 2000 THB.
Get travel insurance from an insurance company in your country. Make sure you read the pdf for coverage information

Thank you both— so you are really saying that I dont need to apply for visa in advance, just on arrival?

there is no mandatory health insurance for people who buy the 15-days "visa-on-arrival" at the airport for 2000.- THB. However in your own interest, you should be insured for your holiday

That is not a Tourist Visa, it is a Visa on Arrival and purchased at the airport for 2000B before the Immigration desk. You can purchase any travel insurance you want.
