there is no mandatory health insurance for people who buy the 15-days "visa-on-arrival" at the airport for 2000.- THB. However in your own interest, you should be insured for your holiday

That is not a Tourist Visa, it is a Visa on Arrival and purchased at the airport for 2000B before the Immigration desk. You can purchase any travel insurance you want.
