from looking at your posting history your O-A visa doesn't expire until Oct 2020.<- Which means as long as you exit/re-enter the country just before Oct 2020 you'll get stamped in for a whole new year. You wouldn't need a re-entry permit until AFTER Oct 2020..
IF you're looking to purchase a re-entry permit, you can go to the local immigration office and purchase one, OR purchase them at most international airports.
thanks. I was misinformed. I realize the re is re-entry permit - I am currently on O-A and as I understand it, once I re-apply for non-IMM visa here then I also get a non-re permit

A "Non-RE" visa doesn't exist.
Non-RE is a code they use on the entry stamp, when you enter the country with a re-entry permit

There is no such thing as far as I know. The RE refers to a re-entry permit obtained to keep a Non O permission to stay "alive" when you leave Thailand during that period you are stamped in for.
