How can I quickly obtain a Residence Certificate in Jomtien to buy a vehicle with my Non-O retirement visa?

I have to deal with the Jomtien office. I just got my first one-year extension on my Non-O retirement visa.

My issue now is I want to buy a vehicle in Thailand.

I understand I need a 'Residence Certificate' to make such a purchase. I read on the net that the forms have to be submitted and then they send the certificate out like 2 or 3 weeks later! I cannot expect a seller to hold a vehicle for 2 or 3 weeks.

I need a certificate ASAP if possible. I read there are an agents service I can buy and get the certificate in one day for like 500 baht. Can you tell me if that is possible in Jomtien please?

I also read somewhere that I cannot even get a Residency Certificate until I make my first 90 reporting. That seems very much not right, but I realize this is Thailand. So if that is true, I have no hopes of getting a Residency Certificate until that 90 days rolls around anyway, right?

Thanks much for any advice or info you can give me!

TLDR : Answer Summary
The user has successfully acquired a one-year extension on a Non-O retirement visa and is inquiring about the process of obtaining a Residence Certificate to buy a vehicle in Thailand. They express concern about the usual processing time of 2-3 weeks for the certificate and ask if there are expedited services available in Jomtien. Community responses indicate that a Residence Certificate can be issued the same day in Jomtien for about 300 baht, and that it is possible to purchase a vehicle while waiting for the certificate, as long as paperwork is correctly managed.

If you purchase a vehicle from a non Thai the seller will also have to provide a residency certificate

I have gotten 3 certificates of residence within the last year - didn't take much longer than 30 minutes each time

Residency certificate in Jomtien is the same day. Drop off request on the morning and pick up at 2pm.

Its easy to do but If you want help, the guys next door can help copy everything, fill out the forms, etc and guide you for like 150 baht.

Oh OK. Very helpful info Sir! I assume you are speaking about the guys in the separate office building like 50 feet away, towards 2nd road? Or are you speaking of that operation under the same roof on the left as you walk in? Thanks!

Oh OK......a lotta excellent info there! Yes, well worth the 300 baht for all that being done.

I am not clear on what kind of inspection they are talking about though. Is it a safety inspection of some sort, or a inspection of rig properly matching the papers?

Plus I understand there are fees for the inspection and paperwork of up to 10K baht. Is that normally paid by the seller, or the buyer, or split between them? If it matters, the rig is a pickup going for 150K baht. A 2011 model.

Also exactly when am I required to get insurance by the government? Do they require proof of insurance as part of the paperwork at the DLT office?

Sorry for all the questions. Thank you very much for your help!

I am totally clueless about the process. I have looked on the net naturally, but about all I can find is the papers needed to make a transfer.

Agree with Ron. The shop right inside together with immigration was very helpful. My fee was only 150 baht with them.

the inspection is very basic - check to make sure basic things work like turn signals and stuff.

Insurance - get it once the blue book title is in your name.

One more piece of advice - if you want to simplify things and not go all the way to DLT. There is a registration and inspection station in Jomtien off of Threppasit road. Costs an extra 1000 or so but no lines and they handle everything. They can also do the insurance

Thank you for that info! There happened to be in of those inspection and registration facilities only about 3 KM from where I am living on the Darkside. My Thai landlord is now helping me thankfully. They done some inspection and processed some papers and got me an insurance policy. They told me to get Res Certificate and come back with it on Thursday and leave the truck. They will then drive it to the DLT office for me and get some process done and call me when they come back. Easy-peazy!

I am very impressed with how fast and strong the truck is. It is a 2011 Isuzu Dmax with a 2.5 intercooled turbo diesel engine, with a standatd tranny. That crazy thing sure will get down the road!

use the shop on the left as you walk I to Jomtien immigration, just tell them you want a recisence certificate, they will will out the form, make photo copies and take your picture, then go over, had in your paperwork pay the fee 300 baht I think then pick up you resident certificate at after 3pm if you applied in the morning or at after 9am the next day if you applied in the afternoon. Is very easy to do, but remember the resident certificate is only valid for 30 days so get it when you have purchased a car.. the have the owner meet you at the registration shop, don't ha d over the money until the car had been inspected and you have been told everything is good.

Check for signs that car not be under flood waters

Ohhhh YES!! That had slipped my mind! I will Google info on how to do that. Appreciate it a lot!! It DOES seem a bit underpriced......maybe to lure folks in. But, he does have excellent seller ratings. Not many, but excellent. Thanks!

Oh OK. I will need to study on that book and what it does. Thank you for the info!

You don't need an RC to buy a car, you need it to transfer it into your name. Just make sure you have a formal bill of sale with you while you drive around and wait for the RC. You'll need the bill of sale for registration too. In Hua Hin, a few hundred ฿฿ gets your RC's in about 10min. I got 3 first time. One each for scooter registration, bank account and driving licenses.

Again, in hua Hin, all that was needed were photos, copies of passport info and visa pages and copy of lease agreement.

Yes, I have looked at the web for answers, but being the many different IO do things as they please, I was looking for Jomtien-specific info here. The good members have helped me with the question. In any case, if that is a link I could not see a link. Thanks!

@Ron *******
best if you can take the seller with you to DLT.

Roger that. I will shoot for that. Thanks!

Depends where you buy the car. If you buy from a dealer they usually do the transfer you just give them a copy of passport and visa. Private if they will go to transport office with you and you have paperwork done. I have never needed a resident certificate

Ron cooper I had to get a resident certificate, to do the name change in the blue book at chonburi DLT, as you drive into chonburi DLT, there are agents on the left hand side of the road opposite the DLT, that can assist with the name change and road tax and government insurance if that is due, if you need any assistance.

You can get a residency certificate within minutes. Usually if you buy from a dealer they will take you to Immigration to get it. But you can still buy a car and do the transfer later when you have the certificate ( If you are buying privately )

Ohhhh OK, good news! By 'do the transfer later' do you mean the seller and I would have to get together again?

@Ron *******
.....as long as the papers are all in order, ie the seller has no outstanding payments on the vehicle.
