Whithout a Thai bank account how can we pay the water and electricity bills online? It always rejects me because it has to be a Thai issued card.

Just get a card from your bank. It's very handy for a lot of situations
get the truemoney app and sign up. its actually very easy and only takes a few minutes. there is an option now to do that as a foreigner. they added it recently. i cannot remember which documents i uploaded but it was really easy. it then took about half a day to get confirmed.
you cant unless you contact your overseas bank to allow these payments. So you don't have any bank account here or overseas or if you have a partner they don't have a bank account?

This would be a very expensive option when you considered all charges and with a foreign card , 7/ 11 - 15 baht ( I know this is not what the OP wants ) .

I tried in Lazada with my foreign Visa card and it didn’t go through. I don’t have a bank account in Thailand because I’m on a DTV visa and no bank wants my money 😅
