It depends on your visa. If you're inside Thailand on the actual visa and doing border runs every 90 days and your visa sticker has the name of your employer on it, you need a new Visa, if no name of employer you can change. If you are on an Extension of Stay, report every 90 days at Immigration you need to cancel this and apply for a new Visa.
Changes of the Ministry of Labor has no effect on the Immigration rules, two total different offices. Immigration did not announce any change of rules.
