TLDR : Answer Summary
The discussion revolves around whether there has been a recent change in the cost structure for the 60-day tourist visa in Thailand. Multiple comments clarify that there has always been a charge for obtaining a visa, but some nationalities, such as those from the UK, may qualify for a 'Visa Exempt' entry, which allows them to stay in Thailand for 60 days without needing to pay for a visa. Overall, it is emphasized that while the rules may seem confusing, the principle regarding visa charges has not changed.
no changes to the rules, just a stricter enforcement of the current rules regarding visa exempt entries

There has always been a charge for a visa, no visa is free but many nationalities get visa exempt entry which is visa free, not free visa.

There has always been a charge for a tourist visa. Depending on the passport you hold you may be able to enter Thailand “Visa Exempt” which isn’t a visa it’s just a free entry stamp allowing you to stay for 60 days. Your profile picture suggests you may be from the UK which means that would apply to you.
If you had applied for a tourist visa from the UK it would have cost you £30. For British passport holders there is generally no reason to do so as you’d get a visa exempt entry for free. Both options give you a 60 day stamp on arrival.
