TLDR : Answer Summary
The requirement for apostilling a marriage certificate when applying for the LTR Wealthy Pensioner visa depends on the age of the document. If the certified copy of the marriage certificate is issued within the last six months, an apostille is not required. However, if the certificate is older than six months, you will need to have it apostilled (referred to as legalisation or authentication in Thailand). Both spouses can apply separately for the visa, provided they meet the necessary requirements such as income, health insurance, and age.

if you submit a new "fresh" Certified Copy Marriage Certificate (the Certified Copy issued less than 6 months), then No;
otherwise, if the age of the Certified Copy Marriage Certificate is more than 6 months, then yes, you would essentially need to get it "apostille'd" (for Thailand it is called legalisation, or authentication)
I expect not. Why should it. You can get a ltr visa on your own and your wife too. But each must comply with the requirement: income health insurance and age
