TLDR : Answer Summary
In Thailand, according to the TM30 regulation, any foreigner staying at a residence must be registered. While your family may not need to present a TM30 receipt unless they encounter immigration, it is recommended to register to avoid potential fines should any police checks occur.
As a rule, every foreigner has to be registered with TM30. But if they don't have anything to do with/at the immigration office, there wouldn't be a chance for them to need TM30 receipt.
The possible risk is, there could be a fine for not being reported IF they got into something involving police and they find you are not registered.
