A friend is on a tourist visa and will do an extra month extension, how soon before the expiry date can she apply for extension?

Or does it need to be on the day if expiry?

He can do it during the last 30 days of his Admitted to Stay date. The 30 extra days are added on his stay, so he will not loose days by going early.

No, as mentioned the 30 extra days, the Extension of Stay will be added to his current stay mentioned in the Admitted to Stay date stamped in his passport. His visa is used.

If he does 2 weeks before end will it be dated from the date of application or the expiry date of tourist visa?
