TLDR : Answer Summary
A German passport holder inquiring about the medical report requirements for a Non-B 3-month visa application at Penang Immigration Malaysia should note that the health certificate must be issued by either a private or public hospital, as certificates from smaller clinics are not accepted.

Getting into Malaysia only one half the problem. Getting back into Thailand may be the bigger problem.

Do your homework...

read the news. Be sure you have all requirements for the visa you seek.

Good luck.

So is it currently possible to enter Malaysia to apply for a visa? or does it depend on what nationality you have?

You need to look on a site that is related to entering Malaysia, not one that is about THAI visa advice.

This is for Khota Baru...

Starting immediately everyone coming with us on a tour to Kota Bharu needs to bring a health certificate.

The certificate has to be issued by a (private or public) hospital, certificates of smaller clinics are not accepted. There is no need to check for Coronavirus, just a plain health check - the same that would be required to apply for a work permit. Maybe it's even better to not mention the coronavirus so nobody gets confused ;)

Secondly: There are more documents required to be filled out by you. We can send them to you if you contact us with your booking number or come to our office and fill them out with our help here.

We will contact you about this if you booked with us and the telephone number you supplied (and signed as being correct) is indeed available and correct. If the contact information on your voucher is wrong (we had some cases) we don't take any responsibility. Check it now (the way you should have done before you signed that all is correct when you booked the trip) ;)

If anybody would ask us tour-operators - nobody does, we know, but just floating this idea - it might be a good idea to have a free extension of visas for as long as this virus is spreading and uncontained.
