Do I need an appointment for my Non-B visa application at the Penang consulate?

Hi. I am getting conflicting information regarding whether or not I need to make an appointment at the consulate in Penang for my non-b application. Could any of you please clarify?

No need for appointment in Penang - only in KualaLumpur.

Go early, around 8am,as they only allow 100 applicants a day - but I went there last month and we were like 20 people total...

If you need last minute copies, there's a van parked in front of the consulate where you can copy or get photos.

I say this because in Penang is mandatory to have copy of the entry stamp into Malaysia in addition to the usual passport pages copies.
