The TM30 filing is generally required for all foreigners upon arrival in Thailand, regardless of visa exemption status. While many may not strictly adhere to this requirement if they're not interacting with immigration or intending to extend their visa, it is important to note that if you leave Thailand and return, a new TM30 may be necessary as the previous one could be voided upon exiting.
I think there was a period of time when they used to. it really surprised me at the time. They 100% do not do that now, as i went down there. It was strange to see the place so quiet as I had never been when when no one is around but the side door was open.

All foreigners require a filed TM30 within 24 hours of arrival at a place they’re staying. Does everyone do it? No. If you need no interaction with immigration then you wouldn’t need one really.
