I see references here to a “re-entry permit.” What is that and why do you need one? If you’re coming in visa exempt, you can leave after 2 weeks and come back a week later no problem. Why do you need a re-entry permit?
Answer summary
A re-entry permit is necessary for foreign nationals who wish to leave Thailand temporarily and return on the same visa. If you leave Thailand without this permit, your current visa will become void, and you may not be able to return on that visa. For those entering Thailand on a visa exemption, there might be some confusion, as technically, you can leave and return within the exemption period without a re-entry permit; however, the permit is essential for individuals wanting to maintain their current visa status.

Yes they do but if you leave the country every 3 months and come back, its allowed. Maximum total number of days in Thailand is 159, plus they just lowered a tourist visa to 30 days. or put 800,000 baht ($26,500 in a Thai bank account.
Hanoi just recently has been wanting the bt500,000 to be in your bank account for at least six months, not four. Apply again in the Philippines, Myanmar, or Laos. They still base finances on just 1-3 months.
