TLDR : Answer Summary
When returning to Thailand on a Non-O-E Visa based on retirement, it is advisable to carry 20,000 Thai baht (or equivalent cash) to show to immigration if asked, although currently there is no mandatory health insurance requirement. The constraints around documentation have not changed, and travelers report not being asked for the cash upon entry.

.. When you arrive to enter Thailand, you should always carry 20,000 Thai baht or its equal in CASH to show Thai Immigration Officer IF ASKED.
...AS of TODAY OCTOBER 7th, there is NO REQUIREMENT to have HEALTH INSURANCE.
BTW...I too have the O-A Visa. I arrived at BKK last Thursday night October 4th and was not asked to show 20,000 Thai baht cash ...but I WAS PREPARED to show it IF ASKED. I was stamped in for an added 365 days as I am still in my first year of the O-A.
