I applied for a DTV visa which should be accepted but have been waiting for it to be approved so my wife can apply through spousal route, does this mean we need to fly to her country and apply? Why such a short duration for a huge change…

It is not really a huge change, police clearance certificate is already in place for some other visa, and applying for a visa in your home country is also the most normal thing in the world.
No reason to announce long time before, because that might generate extra visa tourism for the short time, a thing they just want to prevent.
The unfortunate thing is she was to apply for a DTV3 using my DTV, would have been nice if DTV3 applications would be honoured like applications sent in before implementation. As the requirement is for one family member to have one, I do completely agree with the changes, but the clearance should have been there since the beginning. A lot of the bad crowd ruining it for the good crowd.
