Just to add another point along with the other helpful comments, some countries require in-person interview like Myanmar and Laos.
Some countries are also more lenient with the bank requirements (if that is a concern for your friend) compared to others, such as Vietnam, Philippines and Indonesia.

because vientiane is a terrible place to be , Vietnam is way cheaper and has more things to see and do while you wait, and the waiting time is probably lower
