TLDR : Answer Summary
To obtain a Thai retirement visa, the requirement for a police clearance certificate depends on the type of visa you are applying for. For a year-long multi-entry Non-O-A visa from a Thai consulate in your home country, a police report is required. Similarly, if you're applying for a 90-day single-entry Non-O visa from a nearby Thai consulate, you also need a police clearance, which can be a Thai police background check. However, if you are applying for a 90-day Non-O visa from within Thailand, a police certificate is not required. Additionally, there's no necessity to disclose previous expulsions from other countries when applying for these visas.

In some cases you require a police check for countries where you have lived for more than 12 months. A guy I know from the UK who had lived in Australia for seven years was expelled due to family violence. Not sure if he has to report or inform Thailand of his expulsion *Not his home country) . It is a weak spot in Thai law. But with more and more data sharing I suspect it will not be long before this is cross matched. . .

And do you have to report expulsion or exclusion from other countries?

and are you getting the Non-O-A visa in your country or the Non-O visa from a thai consulate that requires a background check?

The short answer about whether you require a police report or not is;

-getting a year-long, multi-entry Non-O-A visa from the thai consulate in your home country - YES you need one

-getting a 90 day, single entry Non-O visa from nearby thai consulates - YES you need one (although it can be a thai police background check)

-getting a 90 day Non-O visa from the thai immigration office inside thailand NO - you don't need one.

Read this about the different things people call a 'retirement visa' and then tell us which one of those you're going to do. That will narrow down the answers.

There are 4 kinds of Visa and the Extension of Stay all called retirement Visa. Problem is I have to choose now one of the options to give you an answer. Inside Thailand for all of these there is no requirement for a police clearance.
